Wangenge-Ouma is a Senior Lecturer in higher education studies in the Faculty of Education at the University of the Western Cape in South Africa. In 2007, he earned his PhD from the University of Cape Town, South Africa. His research interests lie in financing and funding higher education and higher education policy and contributes significantly to the knowledge of higher education policies in southern Africa.
