Ogawa Keiichi

Short Biography & Significant Contribution

Dr. Keiichi Ogawa is a Professor in the Graduate School of International Cooperation Studies, Kobe University in Japan, where he teaches human capital development and development management. His research interest lies in economics of education, education finance, and education policy/planning.

His academic experiences include both inside and outside of Japan. He had served as a Visiting Professor at Columbia University's Teachers College (TC) and Advisor to the Dean of National University of Laos' Faculty of Economics and Business Administration (FEBA). He has also taught at several graduate schools including George Washington University's Graduate School of Education and Human Development (GSEHD) and The University of Tokyo's Graduate School of Frontier Sciences (GSFS). Moreover, he has been a Visiting Research Fellow at Hiroshima University's Center for International Cooperation Research on Education (CICE), Nagoya University's Graduate School of International Development (GSID), Waseda University's Graduate School of Asia Pacific Studies (GSAPS), and University of Malawi's Center for Education, Research and Training.

His professional experiences include serving as Education Economist at the World Bank, Senior Advisor at Japan Bank for International Cooperation (JBIC), Advisor at Japan International Cooperation Agency (JICA), Consultant at Inter-American Development Bank (IDB), UNICEF and UNESCO, and Advisory Committee Member at the Ministry of Education, Sports and Culture (MEXT) in Japan. In 2005 and 2009, he received an appreciation awards from the Yemeni Ministry of Education for his contribution to the development of education in Yemen. In April of 2009, he received the Early Career Award from TC, Columbia University.

He is a board member of the Japan Comparative Education Society and a chair of Kansai Regional Chapter, Japan Society for International Development. He has worked on development assistance activities in over 20 countries and has co-authored or co-edited three books and over 60 journal articles/book chapters. Many of them are issues related to educational development and cooperation in international settings. He holds his Ph.D. in Comparative International Education and Economics of Education from Columbia University in the City of New York.
