Short Biography & Significant Contribution

Marlaine Lockheed is currently a Lecturer in Public and International Affairs at Princeton University and a Visiting Fellow at the Center for Global Development, having retired from the World Bank in 2004 after two decades of service. At the Bank, Lockheed's major contributions were her groundbreaking work in the area of primary education, leading to the Bank first policy paper on that topic, the seminal book "Improving Primary Education in Developing Countries" and a program of research studies related to effective schooling in developing countries. While at the Bank, she also directed major studies on primary education in India and on education decentralization. Her most recent research has focused on gender and social exclusion in education.

Lockheed served as the Director for Education, ad interim, for the World Bank, 2000-2001, and Education Sector Manager in the Middle East and North Africa, 1997-2000. In addition, she headed the World Bank Institute's Evaluation Group, 2001-2004. Prior to joining the World Bank, she was a principal research scientist at Educational Testing Service, where she directed research on gender equity in education and testing.

She served as Vice-President of the American Educational Research Association, a member of the U.S. National Academy of Science's National Research Council's Board in International and Comparative Studies in Education, and Associate Editor of Educational Evaluation and Policy Analysis and was awarded AERA's Willystine Goodsell Award for Research on Women in 1985. She has taught at Harvard, Stanford, Princeton, and University of Texas.
