On December 7, 2020, the "China Education Reform and Development Forum (2020)" was held at Beijing Normal University. The theme of this forum was "Proposal of the National Education Development's 14th Five-Year Plan". Experts and scholars from various countries participated in the forum.

IICE Professor LIU Baocun was invited to attend this forum and delivered a speech entitled “Achievements, Problems and Recommendations on China’s Education Openness to the Outside World". Professor LIU analyzed the achievements, problems and causes of China’s education opening up during the "13th Five-Year Plan" period (2016-2020), and put forward policy recommendations on how to further promote the country's educational openness during the “14th Five-Year Plan” period (2021-2025).
