How OECD policy review impacts member countries’ governance of higher education: a case study of Finland: International Education Symposium (No.76)

         On June 4, 2015, Dr. Johanna Kallo from the Department of Education at the University of Turku, Finland, whose main research interests are comparative education and higher education policy and governance, delivered the above-titled lecture for the IICE’s International Education Podium. The lecture was chaired by IICE Associate Professor LIU Min and attended by Master’s and PhD students.

Dr. Kallo first gave a detailed introduction to the OECD, including a history of its development, as well as information about its member countries, its vision and feature, and its education policies and projects (such as PISA). Taking Finland as an example, she discussed the OECD’s thematic reviews of member countries’ higher education and, after conducting four reviews for Finland, the organization’s diagnosis and suggestions for reform as well as the response from the government. She concluded by analyzing the significance behind the interaction between international organizations and nation countries based on various theories as well as the trends of global education governance related to teachers and students.
