International Education Symposium (No.59): An analysis of latest policy trend towards China's education reform

On the morning of March 4th, 2014, Our senior professor Gu Mingyuan of gave a lecture titled “An analysis of latest policy trend towards China’s education reform--the education reform of Third Plenary Session of the 18th CPC Central Committee” for the 59th International Education Symposium of International and Comparative Education Research Institute in room 723, Ying Dong building, Beijing Normal University. The lecture was hosted by Professor Liu Baocun. The IICE faculty, doctoral and Master’s students of our institute, students of other departments and visiting teachers attended this lecture.
Prof. Gu deeply analyzed the reports of the Third Plenary Session of the 18th CPC Central Committee from three aspects: 1. the essential spirit of The Decision on Major Issues Concerning Comprehensively Deepening Reforms; 2. the reforms in other fields related to education; 3. deepening comprehensive reform in education.
Prof. Gu introduced in detail the significance, general goal, focus, core, main body and some problems of comprehensively deepening reforms, pointing out that the reforms in other fields related to education, such as developing the decisive role of the market in resource allocation, transforming government functions, speeding up function-based reform of public institutions,  building the integrated development between urban and rural areas, pushing urbanization, deepening science and technology system reform, and etc.. All these will make a profound influence on educational reform and development.
Prof. Gu also pointed out that the Third Plenary Session of the 11th CPC Central Committee had explicitly proposed the requirements of pushing comprehensively deepening reforms in education and made a specific direction and some important measures for education reform. The so-called comprehensive reform in education means pushing reform overall and comprehensively.  Education reform should regard “taking high moral values establishment and people cultivation” as its core principle, and focus on educational equity, reforming the examination and enrollment system, making a separation of management, servicing and evaluating, and improving the quality of teaching staff.
           Lastly, a Q&A was held and many students had the chance to join in the discussion regarding education reform, making a further understanding about the spirit of reform of Third Plenary Session of the 18th CPC Central Committee.
