Higher Education Management System is one of the key points and the difficulties for higher education reforms, among which Teaching Management reform is the crux. How to boost the innovation of Teaching Management System is meaningful for adjusting higher education management systems and the relationships in it, optimizing allocation of resources, improving the quality of education, reinforcing the subsequent power to higher education development, and promoting the development of 21st century higher education. Prof. Seppo Holtta thought that there are two different ways of improving Institutional Management Capacity, and that the crux of carrying forward the management innovation system is establishing modern educational teaching concept and comprehensively promoting the management system which has some modern ideas in it. Thus, a favorable condition would be created for developing innovative talents with multiple specifications, high quality, and assuring the quality of education.
