On June 28 to July 2, 2024, IICE Professor XIAO Su's research team conducted a field study in Heilongjiang Province on the front-line practices and experiences of Sino-Russian educational exchange and cooperation. The team held discussions with the Sino-Russian College and the Sino-Russian Joint Graduate School at Heilongjiang University, as well as Heihe University.
On June 28, the research team visited the Sino-Russian College and the Sino-Russian Joint Graduate School of Heilongjiang University to hold a seminar titled “Practices and Experiences in Sino-Russian Educational Cooperation and Exchange”. The meeting was attended by Dean JIA Xujie, and Vice Dean Xu Meiling of the Sino-Russian College, and representatives from the academic affairs office, graduate office, and youth league committee.
The Sino-Russian Joint Graduate School was established in 2006, and the Sino-Russian College was established in 2011. As one of the first 17 pilot colleges for educational reform in China, they pioneered the "Specialization + Russian Language" talent cultivation model in the country. Currently, the two institutions operate jointly, sharing teaching resources.
During the seminar, college leaders provided detailed insights into the institutions' development, program design, selection of partner universities, talent cultivation models, course structures, approaches to introducing Russian university resources, and Sino-Russian interaction mechanisms. Professor XIAO Su's team gained extensive information on the innovative practices of talent cultivation and mechanisms for Sino-Russian educational exchange. They also engaged in productive discussions with college representatives on leveraging high-level Russian language teaching resources and regional advantages to enhance the diversity and effectiveness of Sino-Russian educational cooperation while addressing developmental bottlenecks.

On July 2, the research team visited Heihe University for another seminar. The meeting was chaired by XIE Hui, a member of the Party Committee and Vice President of Heihe University, and attended by key officials and faculty members from the Research Office, International Exchange and Cooperation Office, School of Education Sciences, and International Education School.
Heihe University serves as a strategic hub in Heilongjiang Province for fostering education toward northern openness. It has developed a distinctive talent cultivation model combining "Specialization + Russian Language + Practice + Innovation and Entrepreneurship". The university has established long-term, stable partnerships with nearly 30 renowned Russian institutions, including Amur State University, Novosibirsk Federal University, Moscow State Tchaikovsky Conservatory, Moscow State Surikov Art Institute, and Russian State University of Physical Education, Sport, Youth, and Tourism.
During the seminar, both sides engaged in in-depth exchanges on Heihe University's work in Sino-Russian joint education programs, academic exchanges with Russia, and the construction of research platforms such as the Sino-Russian Comparative Education Research Center. Professor XIAO Su highlighted the close collaboration in disciplines such as music, physical education, and fine arts as a key strength of Heihe University's cultural exchange with Russia. She emphasized the importance of sustaining and branding this cooperation as a hallmark of the university's educational openness to the north.

This field study was part of a special research project conducted in collaboration with the Chinese Academy of Education Sciences. Through site visits and discussions, the research team gathered valuable first-hand information, deepened their understanding of cutting-edge practices in Sino-Russian educational exchange and cooperation, and strengthened academic ties with the Sino-Russian College, the Sino-Russian Joint Graduate School at Heilongjiang University, and Heihe University.
